The City is currently requesting proposals from experienced firms to administer these grants, including a HOME First-Time Homebuyer (FTHB) Program and a HOME Owner-Occupied Rehabilitation (OOR) Program. The City of Chowchilla is seeking a consultant to assist with the preparation of proposals and administration/implementation of various HOME activities and projects. These activities include managing the Loan Portfolio Services for new and existing HOME-funded Loans currently in the City’s portfolio.
Accessory Dwelling Unit Program
The Cottage Home Program, or Accessory Dwelling Unit (ADU) program, was created to develop a streamlined process to encourage infill residential development in the City of Chowchilla and to help the City increase housing production to meet its housing demand goals as set forth by the CA Department of Housing and Community Development (HCD). Additionally, this program will also expand affordable housing options and will introduce a new source of potential income for property owners who choose to construct a cottage home and utilize it as a rental property.

Three (3) plans, free of charge to the community, have been developed to fit a variety of property configurations. The cottage home plans range in size from approximately 400 square feet to 500 square feet. The City utilized grant funding from SB2 to cover the cost of developing the pre-approved plan sets. By giving the community free access to the plans, the goal would be to provide an expedited and cost-effective tool to encourage more housing production in the City. An applicant however would still be required to pay the required building permit fees.

These fees are based on the current Master Fee Schedule for FY 2022/2023. It should be noted that the building permit fees may fluctuate depending on the adopted Master Fee Schedule rates at the time an applicant comes to pull a building permit. ADUs are allowed to be constructed in any zoning district within the city that allows for residential land use.
It should be noted with approval of SB9 by the State of California; the City is not permitted to charge Development Impact Fees for accessory dwelling units. However, this waiver is set to sunset in 2025. Once the program sunsets, building staff will reexamine the program to see if the Development Impact Fee waiver is still in place. Provided the fee waiver was not extended, staff will be able to charge Development Impact Fees for this type of residential unit starting July 1, 2026 (FY 2026/27).
